ETSI Publishes New European Standard for Accessible Emergency Communications

September 2026 | Europe — The European Telecommunications Standards Institute (ETSI) has published EN 303 919 – Accessibility and Interoperability of Emergency Communications, marking an important milestone in the development of more accessible and interoperable emergency communications across Europe.


Developed by ETSI Technical Committee EMTEL in response to the European Commission’s standardisation request M/587, the new standard supports implementation of the European Accessibility Act (EAA) and provides a common technical framework for the emergency communications ecosystem.


The development comes as Europe prepares for new accessibility requirements. From June 2027, Public Safety Answering Points (PSAPs) across the European Union will need to be capable of answering accessible emergency communications using the same communication means through which those communications are received.


Meeting this requirement will depend on interoperability across the entire emergency communications chain rather than capabilities at the PSAP alone.


EN 303 919 addresses the key elements involved in emergency communications, including user devices, electronic communications networks and services, emergency communication systems, PSAPs and supporting services such as relay services.


The standard incorporates requirements for voice, real-time text (RTT) and video, as well as their combined use through Total Conversation. It also addresses critical functions including emergency communication routing and caller location.


For citizens, the standard is intended to make contacting emergency services through accessible communication methods more consistent and reliable. For PSAPs, public authorities, telecommunications operators, device manufacturers and other stakeholders, it provides a common European technical reference for implementing interoperable solutions.


The publication of EN 303 919 represents an important step, but implementation and interoperability will now become the key priorities. The different components of the emergency communications chain will need to work together effectively to ensure that the requirements established by the standard translate into reliable, real-world emergency services.


The European Emergency Number Association (EENA) actively contributed to the development of the standard through its participation in ETSI TC EMTEL.


With EN 303 919 now published, Europe has a common technical reference for accessible emergency communications. The next challenge is turning that framework into practical, interoperable capabilities across the European emergency communications ecosystem.
