SYSTRA Calls for Coordinated FRMCS Migration Strategy in Australia

PERTH, Australia — September 2026 — Australia’s rail industry needs a coordinated national migration strategy to successfully transition from legacy railway communications systems to the Future Railway Mobile Communication System (FRMCS), according to global engineering and consultancy firm SYSTRA.


With the existing GSM-R technology expected to approach obsolescence around 2035, Australia’s freight, passenger and metro rail operators face an increasingly important technology transition over the coming decade. SYSTRA argues that the scale and complexity of Australia’s fragmented rail environment make industry-wide coordination essential to avoid duplicated investment, interoperability challenges and unnecessary costs.


Rather than treating FRMCS as a series of individual technology upgrades, SYSTRA believes Australia should establish a unified migration framework that aligns operators, infrastructure owners and other stakeholders around a common long-term vision while allowing individual networks to progress according to their operational requirements, investment cycles and readiness.


Coordinated Migration Key to Avoiding Fragmentation

Australia’s rail networks are operated by multiple organisations moving at different speeds and working with different legacy systems, priorities and investment programmes. A fragmented approach to FRMCS migration could increase technical complexity, duplicate work and potentially undermine interoperability between interstate and regional networks.


A coordinated migration strategy would provide common objectives and standards while establishing operator-specific milestones, enabling individual projects to contribute to a broader national digital railway architecture.


“For Australian stakeholders, this project offers a practical reference point for how to best implement FRMCS across the country,” said Rodrigo Alvarez, Technical Director – Telecommunications at SYSTRA in Australia.


Alvarez has more than 20 years of experience designing and deploying railway telecommunications systems across Europe, the UK and Australia, including wireless and fixed communications, railway signalling integration and mission-critical applications.


UK FRMCS Roadmap Offers Lessons for Australia

SYSTRA’s recommendations draw on its experience supporting the UK’s FRMCS transition. Working with JF Rail Consulting on behalf of the Rail Safety and Standards Board (RSSB), SYSTRA contributed to the development of strategic options and a roadmap for the UK’s transition to FRMCS.


The resulting approach provides a framework for coordinating a large-scale technology migration involving multiple independent stakeholders and different implementation timelines, while maintaining focus on a common target architecture.


According to SYSTRA, the UK experience demonstrates the importance of making key migration decisions early and coordinating people, processes and technology. This can help reduce rework, avoid duplication and limit cost escalation during the transition.


The approach also highlights that existing infrastructure should be considered as part of the migration strategy rather than automatically replaced. In Australia, SYSTRA points to the potential role of existing public mobile radio infrastructure in supporting future 5G FRMCS capabilities, potentially reducing capital expenditure and simplifying the transition.


Australia Already Building FRMCS Experience

Australia is not starting from scratch. Several initiatives are already creating practical experience that could contribute to a coordinated national migration programme.


SYSTRA has been supporting Sydney Trains with its FRMCS business case and proof-of-concept activities. Meanwhile, Queensland is deploying what SYSTRA identifies as Australia’s first FRMCS system supporting the European Train Control System (ETCS) on the Direct Sunshine Coast Line.


Growing interest across Victoria, Western Australia and interstate freight networks further demonstrates the potential to establish a common national approach based on emerging local experience.


Beyond Communications: Building the Digital Railway

SYSTRA argues that FRMCS migration should be considered as part of a much broader digital railway transformation rather than simply a replacement for GSM-R.


A comprehensive migration strategy can also address workforce capability, operational competency, cybersecurity and long-term industry resilience. These considerations will become increasingly important as railway communications networks become more deeply integrated with signalling, train control and other mission-critical digital systems.


The same strategic approach could also support Australia’s transition towards ETCS, particularly following the publication of the National Rail Action Plan in 2025 and the decision by Australian transport ministers that future investment in digital train control systems on the National Network for Interoperability should comply with national ETCS standards.


A Strategic Opportunity for Australia

SYSTRA believes Australia has an opportunity to move beyond simply replacing ageing railway communications technology and instead use FRMCS as a catalyst for a more coordinated and productive national digital railway ecosystem.


A clear migration roadmap could provide greater certainty for infrastructure investment, technology suppliers and workforce development while creating a more predictable pipeline for the rail telecommunications sector.


“Successful migration is about far more than replacing obsolete technology. The benefits to managing complexity are clear but what it does for the overall productivity of our industry are equally as important,” Alvarez said. “A clear roadmap can secure investment and pipeline security that will flow through from suppliers through to talent pathways and beyond.”


As Australia moves closer to the end of the GSM-R era, coordinated planning could position the country to become an important global reference point for FRMCS, digital rail communications and next-generation train control.
