RESCAN Innovation Day Highlights The Importance of New Technologies in Emergency Management

The Government of the Canary Islands, in partnership with the Canary Islands Emergency and Security Network (RESCAN), Técnicas Competitivas, and Teltronic, recently orchestrated the "RESCAN, Technological Novelties for Critical Communications" Conference. Spanning two sessions across Santa Cruz de Tenerife and Las Palmas de Gran Canaria, the event convened professionals from the emergency and telecommunications sectors. Its focus lay on charting the future trajectory of the RESCAN network and leveraging cutting-edge technology to bolster safety and efficacy in emergency services.


The inauguration ceremony, spearheaded by Guadalupe González, Director General of Digital Transformation of Public Services of the Canary Islands Government, underscored RESCAN's pioneering significance. González emphasized the pivotal role of such a network in enhancing coordination among emergency management stakeholders, particularly in the Canary Islands, characterized by challenging terrain.


The presentations kicked off with insights from Luis Ramírez, Head of the Telecommunications Section of the Canary Islands Government, who offered a comprehensive analysis of RESCAN's current landscape. Covering nearly 89% of the Canary Islands' territory and 97% of its population with TETRA coverage, RESCAN boasts 12,034 radio terminals, serving 134 fleets and managing over 80,000 voice calls daily and more than 69 million messages annually. Ramirez highlighted the network's remarkable uptime of 99.93% and outlined forthcoming developments, including the integration of new tactical LTE cells, expansion of green sites utilizing renewable energy, and the development of SOS posts for remote areas.


Simone Cassetti, Teltronic’s Sales Manager for Iberia, elucidated on the transformative potential of emerging technologies such as real-time video transmission, drones, and Artificial Intelligence in bolstering emergency response efforts. Cassetti emphasized their role in streamlining operations, reducing response times, and empowering personnel with innovative tools.


"The best support for all these new applications is private broadband networks," remarked Teltronic’s Head of Product Management, Raquel Frisa, stressing the importance of private 4G and 5G deployments for ensuring Quality of Service and availability during critical events.


Manuel Iglesias, Teltronic’s Head of Pilots and Demos, elaborated on tactical solutions and their pivotal role in emergency management, showcasing their versatility in extending service coverage and enhancing traffic capacity.


The conference culminated in a live demonstration featuring a transportable unit from the Government of the Canary Islands, alongside a Teltronic tactical cell incorporating TETRA, LTE, and 5G technologies installed in a vehicle. Participants witnessed firsthand the rapid deployment capabilities of these solutions, along with their potential for enabling video transmission from drones and interoperability across different technologies.
